Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity provided through timely intelligence. From observation points, military aircraft that had been scrambled to intercept incoming aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: perhaps the hostile projectile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – most likely Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those full day encapsulated Ukraine's vital need on international aid – a need that regional partners are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This trend will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unrealistic to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from thinking that the status quo will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until situations evolve in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
